Human Capital Development is simply the process of improving organization’s employee performance, resources and capabilities. It can also be referred as the means by which organizations and establishments do improve the skills of their workforce through the act of training. Human capital development is mostly done to improve the productivity of both the employees and organizations .

Federal and State government through their ministries, parastatals and agencies have adopted this staff development strategies to inculcate the modern and necessary skills to the civil servants. For example, the federal ministry of education upon recruitment of new teachers into the federal unity schools, do train them on computer appreciation and other relevant technologies that may be necessary for their work. They also provide them with some relevant devices.
Communication and personal interaction is another important aspect of personal/human capital development.
In a country like Nigeria that have English as her lingua franca, because of the numerous ethnic and tribal languages. It is expected that every employee will be able to read, write and communicate fluently to an average level in English language. It is also expected that one should improve his/her communication and personal relationship/interaction skill on a regular basis. This is why most organization do provide a platform that allows their workers to undergo part time program or better still take online courses like grammarly to boost their communication skill.
From the foregoing, it can be observed that human capital development is a very good tool in a work place for optimum productivity and profitability. Though the methodology and modalities do differ from place to place which is proportional to the services being provided.
